Steven Sock is an experienced litigation attorney practicing insurance defense. He is passionate about fighting fraud and abuse, with a firm belief our courts are meant for justice, not for profiteering. Mr. Sock started practicing with Dutton Law Group specializing in the area of Personal Injury Protection (“PIP”) fighting against overbilling to outright fraudulent billing, and then became a leader in defending insurance companies in rising glass claims, presenting on the topic at FIFEC 2016. Bogus claims are cause for higher insurance costs for everyone. The National Insurance Crime Bureau shows several Florida cities on top of the list for questionable claims nationally.

PIP premiums represent approximately two percent of Florida’s collected insurance premiums yet account for nearly fifty percent of fraud referrals. In 2012 the Florida Legislature passed HB119 to address the issue of fraud. Those engaged in using insurance and the legal system for profit modified their tactics. Mr. Sock, as with all attorneys within the Dutton Law Group, practicing with professionalism and integrity stay diligent in monitoring the legal environment, analyze rulings, and affirmatively make strategic decisions to shape the course of the law. Together the attorneys at Dutton Law Group have achieved a fluid brain trust and combined have over a hundred years insurance experience.

After the change in the PIP law there was a clear increase in PIP Plaintiff attorneys filing glass claims. We saw a rise in not only windshield claims but also glass replacement companies. A cracked window may be considered an unsafe condition and Florida Statute prohibits driving vehicles in an unsafe condition, as well as provides a “zero deductible” provision for persons with comprehensive coverage. This translates to “free” to glass companies marketing to the general public. Many of these companies offer a $100 gift card in exchange for having your windshield replaced with them. To them this cost is simply passed on to the insurance company. These glass companies will typically replace the glass and then make a claim with the insurance company, while some will simply submit the bill without ever making a claim at all. This prevents insurance companies from having any opportunity to inspect or appraise the damage to determine whether replacement was actually even necessary, if damage even existed at all. This will raise the costs of insurance for all insureds if insurance companies are forced to pay these claims. For the consumer there is also the risk that the replacement glass is not truly of the same quality as factory Original Equipment Manufactures (OEM) glass.

Prior to joining the Dutton Law Group, Mr. Sock managed a challenging case load in the cause for justice as a prosecutor for the State of Florida with the Hillsborough County State Attorney’s Office, conducting dozens on dozens of bench and jury trials. Mr. Sock obtained his Juris Doctor from Stetson University College of Law, regularly ranked number one in the nation for its trial advocacy program.1  While in law school Mr. Sock was selected for one of only two paid clerkships with the Pinellas County Attorney’s Office.

Preceding law school, Mr. Sock had a comprehensive career in the business world. Having graduated with a Business Degree from the University of South Florida in Tampa, he held roles in project management to IT consulting, providing analysis and problem solving to companies such as IBM, Ernst & Young, Raymond James Financial, Lincare, and Verizon. On a personal level Mr. Sock is a man of faith, a patriot, and has an affection for performance automobiles, often racing autocross and road course events at Daytona and Sebring International Raceway.
